WHAT WE DO:

Uptown GSO Inc. (UGI) is an economic development 501(c)(3) organization focused on stimulating investment and activity in the “northeastern section” of Greensboro, NC. As a nonprofit entity, our mission is to establish a business improvement district (BID) that will have a transformative impact on this community.

This BID is a defined area within which businesses are required to pay an additional tax in order to fund projects within the district's boundaries. Think of this additional tax as if it were a homeowners association feeThe BID is often funded primarily through the levy, but can also draw on other public and private funding streams. These districts typically fund services which are perceived by some businesses as being inadequately performed by government with its existing tax revenues, such as cleaning streets, providing security, making capital improvements, construction of pedestrian and streetscape enhancements, and marketing the area. The services provided by BIDs are supplemental to those already provided by the municipality. The revenue derives from a tax assessment on commercial property owners, and in some cases, residential property owners.

Uptown Greensboro Incorporated (UGI) is an economic development organization focused on stimulating investment and activity in the “northeastern section” of the city. We are a non-profit entity with a passion for revitalizion and development by delivering vision, human capital and managing financial resources.

UGI is the engine for economic development and growth in Uptown Greensboro, and the entity that focuses solely on the economic health, diversity, attractiveness and vibrancy of Uptown.

UGI also manages the Municipal Service District (or Business Improvement District) for Uptown and has a subsidiary Uptown Greensboro Arts Foundation designated as a 501c3 organization for charitable and educational purposes.

UGI was formed in 2019. The geographic area it serves is generally East Market Street to the east, North English Street to the north, Textile Drive to the west, and Yanceyville Street/Murrow Boulevard to the south.

How is ugi funded:

The major funding source for the organization is from the Municipal Service District or Business Improvement District (BID), that levies a special assessment on Uptown business and property owners to provide enhanced services and programs that benefit the ratepayers. These funds are governed by state law and are intended to enhance, not replace, government services or funding for Uptown.

The City of Greensboro and Guilford County contributes to UGI through annual contracts for economic development and other services for the area. These contracts have specific, quantifiable outcomes that are targeted to growing the community’s tax base. UGI also receives contributions from its Annual Fund Drive. Contributors include the [insert] Merchants Association, local foundations and dozens of individual supporters.
